CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE No’s.: ZC-002-18 and CDCA-003-18 2018 FIRM Adoption and Regulatory Floodplain Overlay Update NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission, at or shortly after 6:00 p.m., on Wednesday, August 8, 2018, in the Shirley Huffman Auditorium at the Civic Center, 150 E Main Street, Hillsboro, Oregon. At this hearing, the Planning Commission will consider proposed text amendments to the Hillsboro Community Development Code (CDC) regarding the adoption of updated Federal Emergency Management Agency (FEMA) flood maps. The proposed text and map amendments to the CDC regarding the adoption of updated Federal Emergency Management Agency (FEMA) flood maps. The City has determined that adoption of the proposed text and map amendments may affect the permissible uses of your property, and other properties in the affected area, and may change the value of your property. On April 19, 2018, FEMA notified the City that recently updated Flood Insurance Maps Rate must be adopted into the CDC by October 19, 2018 for the City to remain in good standing with the National Flood Insurance Program. The Development Services Division of the Planning Department has identified sections where the current CDC language should be clarified or amended to meet the intent of the regulation or to follow or improve current procedures. Several CDC text amendments are proposed, which will clarify Regulatory Floodplain Overlay (RFO) CDC provisions, streamline reviews of topographic alterations, make certain that any wetland resources on the site are identified prior to the review process, and ensure that flood storage is maintained if the Planning Commission approves new buildings in the RFO. A concurrent zone change would apply recently revised flood maps as the geographic basis for the RFO. Only watersheds of Waible Creek and associated tributaries in North Hillsboro are affected by the revisions The procedures for initiating and processing a CDC text amendment in conjunction with a zone change are found in CDC Section 12.70.060 (Type IV Procedure), 12.80.140 (Text Amendment), and 12.80.168 (Zone Change). The CDC may be viewed online at www.hillsboro-oregon.gov/CommunityDevelopmentCode or in the Planning Department office. The staff report will be available on Wednesday, August 1, 2018 at 4:00 p.m. The staff reports and all related criteria are available at the Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, Fourth Floor, Hillsboro, Oregon.
