PUBLIC NOTICE INVITATION TO SUBMIT BID PROPOSALS Crook County, Oregon, is seeking a qualified contractor to construct General Aviation Aircraft Apron. This project will construct a new public use, general aviation, paved aircraft apron and apron/taxiway connector(s) north of Runway 1028 at the Prineville Crook County Airport. Sealed Bids shall be addressed to and received at the Crook County Courthouse, 300 NE Third Street, Room 10, Prineville, Oregon 97754 not later than 2:00 p.m., local time, according to the official clock located in the Crook County Administration Office, on Thursday the 9th day of August, 2018. Each bid must be enclosed in a sealed envelope and delivered on or before the deadline to the Crook County Courthouse. Immediately thereafter, the Bids will be publicly opened and read at the above stated location. The Engineer’s cost opinion for this work is between $1,200,000 and $1,600,000. Drawings and Specifications may be examined at the Prineville-Crook County Airport 4585 SW Airport Road, Prineville, Oregon 97754, or at the Engineer’s office, Precision Approach Engineering, Inc., 5125 SW Hout Street, Corvallis, OR 97333. Electronic copies of the Contract Documents and any Addenda are posted on the Crook County Website The Contract Document and Addenda may be downloaded at no charge, and will not be mailed to prospective bidders. Complete bidding documents may be obtained from Crook County Administration Office, 300 NE Third Street, Room 10, Prineville, Oregon 97754. A copy of the Documents may be purchased from Precision Approach Engineering, Inc., 5125 SW Hout Street, Corvallis, Oregon 97333, by phoning (541) 754-0043. The cost of reproduction and handling, plus postage for mailing (if mailing is requested) is $75.00/per set. No refunds will be made. This contract is for a public work subject to Oregon Bureau of Labor and Industries (ORS 279C.800 to 279C.870) and the Davis-Bacon Act (40 U.S.C. 3141, et seq). The Bidder must agree that the requirements and conditions of employment be observed and minimum wage rates, as established by the U.S. Secretary of Labor, or the Oregon Bureau of Labor and Industries, whichever is higher, be paid under the Contract. Each bid must be submitted in accordance with the County’s bid packet and accompanied by a cashier’s check, certified check, irrevocable letter of credit or bid bond, payable to Crook County, in an amount not less than ten percent (10%) of the amount bid. Each bid shall be submitted in a lump sum amount. No bids shall be received or considered by the County unless the bidder is registered with the Construction Contractor’s Board and/or licensed by the State Landscape Contractor’s Board as required by ORS 671.530. The bidder must identify whether it is a resident bidder under ORS 279C.365(h). Crook County reserves the right to accept the bid and award the contract to the lowest responsible bidder which is in the best interests of the County, to postpone the acceptance of bids received and the award of the contract for a period not to exceed one hundred twenty (120) days, or to reject any and all bids received and further advertise for bids. Contractors must be qualified in accordance with ORS 279 and other applicable sections of the Oregon Revised Statutes in order to enter into a Contract with the Owner for public work in Oregon. An optional pre-bid conference and site tour will be held at 2:00 p.m. Wednesday, August 1, 2018, at the Prineville Crook County Airport, 4585 SW Airport Road, Prineville, Oregon 97754.
