NOTICE OF PUBLIC HEARING EXEMPTION OF THE COMPETITIVE BIDDING REQUIREMENT Portland Public Schools, School District No.1J, Multnomah County, (District) has scheduled a public hearing at 6:00 PM on September 25, 2018, at the Blanchard Education Service Center Board Room, 501 N. Dixon Street, Portland, Oregon 97227. This public hearing is for the purpose of taking comments on the District’s draft Findings in support of an exemption from the competitive bidding requirement for the following work: Kellogg Middle School Construction. The District intends to compete this work through Alternative Contracting Methods per the District’s Public Contracting Rules PPS-49-0600 through PPS-49-0690. The District intends to utilize a two-step procurement process consisting of a Request for Qualifications (RFQ) followed by an Invitation to Bid (ITB).
