TRIMET CONSTRUCTION SERVICES FOR VERTICAL AXIS WIND TURBINE INSTALLATION Bids due: Oct. 31, 2018 @ 2:00 pm INVITATION TO BID ITB NO. R-BC190045KN 1. The Tri-County Metropolitan Transportation District of Oregon (TriMet) is soliciting sealed bids from qualified firms for construction services for or Vertical Axis Wind Turbine Installation. 2. THIS IS A RE-SOLICITATION – The following has changed since the initial solicitation: a. Technical Specification 01 14 00, Work Restrictions, has been modified. A maximum of twelve (12) de-energizations will be allowed for this project. Please see actual specification for details. 3. Bidders must register on TriMet’s Procurement System (TriP$) at https://trimet.org/procurement/index.htm. In the event solicitation addenda are issued only registered Bidders will be notified via email of the availability of addenda for download. Acknowledgement of addenda will be required. 4. TriMet will receive sealed bids from interested firms at TriMet’s Administrative office, located at Harrison Square, 1800 SW First Ave., Suite 300, Portland, Oregon 97201, Attention: Kim Neal, Contract Administrator, until 2:00 PM, Pacific Time, on October 31, 2018. At that time, bids will be publicly opened and read aloud in the Nehalem Conference Room. No electronic or facsimile bids will be accepted. Use of UPS, Federal Express, or in-person delivery is recommended for bid submission to this location. U.S. Postal Service mail may be unreliable for timely delivery to this location. 5. This solicitation is for a public work subject to Davis-Bacon Act (40 U.S.C. 3141 et seq) and State of Oregon, Bureau of Labor and Industries (ORS 279C.800 – 279C.870) prevailing wage rates. 6. A pre-bid conference will be held on October 11, 2018 beginning at 10:00 AM (local time), at the project site. The conference team will meet at the OMSI/SE Water Ave. light rail station platform (2015 SE Water Ave, Portland, OR 97214). After introductions and overview of the solicitation, the team will visit the work sites at each end of the Tilikum Crossing bridge. Prospective bidders are strongly encouraged to attend. 7. TriMet’s bid bond, a cashier’s check or a certified check for 10 percent of the bidder’s total bid price, or an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008 for that amount, must be submitted with the bid. A 100% payment bond and a 100% performance bond on TriMet’s own bond forms will be required prior to beginning work. Contractors must be licensed with the Oregon Construction Contractors Board (CCB) in accordance with ORS 701.005 prior to submitting their bid and must file a public work bond with the CCB. 8. If a bidder conditions the bid bond to provide for the possibility of payment of any amount less than 10 percent of the total bid price, the bid bond will not be accepted, and will cause the bid to be rejected as non-responsive.
