NOTICE OF PUBLIC HEARINGS-City of North Plains NOTICE IS HEREBY GIVEN that on November 14, 2018, the City of North Plains Planning Commission will hold the following open Public Hearings to invite comments on the following: City File Number 18-184: North Plains New Elementary School (HSD ES28) Design Review Permit. The submitted application is for a new 73,709 square foot elementary school located on the 10-acre site identified as Tax Lot 14700 on Washington County Tax Assessor’s Map 1N206DC. The application was submitted by Angelo Planning Group on behalf of the Hillsboro School District. Applicable code sections include: 16.060 (IPU), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Parking and Loading), 16.160 (Clear Vision Areas), and 16.175 (Design Review). The public hearings will be held beginning at 7:00 p.m. at the North Plains Senior Center, 31450 NW Commercial Street, North Plains, Oregon. Questions and written comments regarding the proposed applications are welcomed and can be directed to City Manager Andy Varner at andy.varner@northplains.org or by calling (503) 647-5555. All interested persons will be given the opportunity to be heard. Copies of the applications are available for public review at City Hall, 31360 NW Commercial Street, North Plains, Oregon and the City’s website northplains.org. Copies of the Planning Commission staff reports will be available no later than November 7, 2018. Written comments will be received until the public hearings are closed for the land use actions. The public hearing will be conducted according to the process identified in Development Code Section 16.170. All evidence relied upon by the City to make this decision is in the public record and available for public review at North Plains City Hall, North Plains, Oregon during regular business hours. Failure to raise an issue in sufficient detail during the comment period or at the public hearing may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearing can be closed or continued at the discretion of the Planning Commission. If the hearing is closed, the Commission has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes on the final public hearing, the City shall issue a decision. The decision shall be mailed to the applicant and to anyone else who submitted written comments or who is otherwise legally entitled to notice.
