NOTICE OF PUBLIC HEARING CITY OF PORTLAND, OREGON PROPOSED EXEMPTION FROM COMPETITIVE PROCESS The City of Portland, Oregon, has scheduled a public hearing on Wednesday, December 5, 2018 at 10:15 a.m. during the scheduled City Council Meeting, in the Council Chambers at 1221 SW Fourth Avenue, Portland, Oregon, 97204 to hear public comments on a recommendation by Procurement Services (PS), Portland Bureau of Transportation (PBOT), Portland Water Bureau (PWB) and Portland Bureau of Environmental Services (BES) to exempt the SW Capitol Hwy: Multnomah Village – West Portland Project (Project) from the requirements of competitive bidding under ORS Chapter 279C and City Code Chapter 5.34, and to utilize an alternative competitive solicitation process. The exemption will allow the City to pursue a Request for Proposals process to select a Construction Manager / General Contractor for the Project. The SW Capitol Highway: Multnomah Village – West Portland Project is a joint PBOT/BES/ PWB project that will install pedestrian, bicycle, stormwater management and water main improvements on SW Capitol Highway between SW Garden Home Road and SW Taylors Ferry Road, and related off-corridor improvements including stormwater detention basins. The cost for the construction of the Project is estimated at approximately $18,000,000.
