PUBLIC NOTICE Notice of Availability and Opportunity to Comment Black Mountain Vegetation Management Project Draft Environmental Impact Statement USDA Forest Service Ochoco National Forest The Ochoco National Forest has completed a Draft Environmental Impact Statement (DEIS) for the Black Mountain Vegetation Management Project which is now available for review and comment. The Ochoco National Forest is proposing dry forest restoration on approximately 15,810 acres in the Black Mountain Vegetation Management Project area by actively managing stands to restore characteristic (i.e. historic) stand composition, structure, and density; reducing activity generated fuels and naturally occurring fuels; and restoring hardwood communities. Three alternatives have been analyzed for this project: Alternative 1 – No Action; Alternative 2 – Proposed Action; and Alternative 3 – No Commercial Thinning in RHCAs. The project area is located on the Paulina Ranger District approximately 35 miles east of Prineville, Oregon. The Responsible Official for this project is Gary Asbridge, Paulina District Ranger. The 45-day comment period for this DEIS began on the date of publication of the NOA in the Federal Register. Those wishing to comment should not rely on dates or timeframe information provided by any other source. Electronic, written, and oral comments will be accepted. Comments, including attachments, must be postmarked or delivered within 45 days of publication of the NOA in the Federal Register. It is the responsibility of persons providing comments to submit them by the close of the comment period and ensure that their comments have been received. This project will be subject to the pre-decisional administrative review (objection) process outlined at 36 CFR 218. Only those who submit timely and specific comments during a comment period designated by the responsible official will be eligible to participate in the objection process. Comments submitted anonymously will be accepted and considered, but do not meet the requirements under 36 CFR 218 and will not be eligible for objection. Comments received in response to this solicitation, including names and address of those who comment, will be considered part of the public record for this project, available for public inspection, and released if requested under the Freedom of Information Act.
