NOTICE OF PUBLIC HEARING City of Happy Valley Design Review Board Notice is hereby given that the City of Happy Valley Design Review Board will hold a public hearing on the following date regarding an application for design review associated with a proposed 125,715 square-foot expansion of Rock Creek Middle School to convert it to a 236,265 square-foot high school. Date & Time: Wednesday, January 30, 2019 at 7:00 p.m. Hearing Location: City Hall, 16000 SE Misty Drive, Happy Valley, OR 97086 File & Subject: File No. DR-15-18 (Design Review) Proposal: Design Review of a 125,715 square-foot expansion of Rock Creek Middle School to convert it to a 236,265 square-foot high school with a 451-stall parking lot and associated landscaping and hardscaping. The applicant has also submitted concurrent applications for an Environmental Review Permit for natural resources and a Class B Variance to increase the amount of allowed vehicular parking from 142 to 451 spaces and reduce the amount of required bicycle parking from 236 to 48 spaces. The decision on the Design Review of the proposed school expansion by the Design Review Board will be made in accordance with said criteria. Failure to raise an issue in writing prior to or before the close of the written comment period, Friday, January 4, 2019 by 5:00 p.m. or failure to provide sufficient specificity at the public hearing to afford the Design Review Board an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based upon that issue. The applicant and any person who submits written comments shall receive notice of the decision. The failure of the applicant to raise constitutional or other issues relating to proposed conditions of approval with sufficient specificity to allow the Design Review Board to respond to the issue precludes an action for damages in circuit court.
