Conditional Use, Partition Application, and Subdivision Application hearing

PUBLIC NOTICE Notice is hereby given that the City of Estacada Planning Commission will hold a Public Hearing on Thursday, January 24, 2019, beginning at 7:00 pm in the Estacada City Council Chambers, Estacada, Oregon, to consider the following applications: Conditional Use #2018-0-5-CU. The applicant, Teen Challenge International Pacific Northwest Centers, dba Pacific Northwest Adult & Teen Challenge, is requesting a conditional use permit according to Section 16.28.030(P) of the Estacada Municipal Code, to allow for the operation of an unlicensed addiction treatment facility and/or rehabilitation facility providing walk-in services, vocational training services, religious services, and/or overnight accommodation to as many as 40 adult male patients staying for no more than one year, but not providing medical care. The property is described as 34E, 20DB, tax lot 101 – 380 NW 6th Avenue. The subject property is zoned C-1 (General Commercial). This conditional use is subject to section 16.28, 16.76 & 16.88 of the Estacada Municipal Code and Chapters 7, 9 & 10 of the Comprehensive Plan. Partition Application #2018-02-LP. The applicant, Miller Properties, is requesting a two-lot partition of property described as 595 34E, 17, tax lot 2300 (southern terminus of NW Campus Drive), which is zoned M-1 (Light Industrial). This application is subject to the criteria in Sections 16.36 and 16.104-16.120 of the Estacada City Code. Subdivision Application #2018-02-S. The applicant, Cedar Ridge Homes, is requesting a 43-lot residential subdivision for property described as 34E, 21, tax lots 300 & 304, which are zoned R-1 (low density residential). The application is subject to the criteria in Section 16.16, 16.104-16.116 of the Estacada City Code. Subdivision location: 30751 & 30775 SE Lawrence Road. Upon recommendation by the Planning Commission, a final public hearing will be held by the City Council on Monday, February 11, 2019, at 7:00 pm in the Estacada City Council chambers. Anyone wishing to present written testimony on these proposed actions may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission’s decision based upon that issue. The final decision of the Estacada Planning Commission may be appealed to the City Council within 15 days of the Commission’s final decision date. A copy of the application and applicable criteria is available for inspection at no cost in the City Recorder’s Office at City Hall. Copies of the document will be provided at reasonable cost. A copy of the City’s staff report will be available for inspection at no cost at least seven days prior to the Public Hearing.
