WASHINGTON COUNTY, OREGON DEVELOP A FRAMEWORK THAT REFLECTS COMMUNITY CONSENSUS Proposals due: Feb. 8, 2019 @ 3:00 pm REQUEST FOR PROPOSALS (NO. 2019.015P) Washington County, Oregon is requesting sealed proposals from qualified firms to Develop a framework that reflects community consensus on how Washington County and its shelter partners will work together to plan for and operate emergency shelters. Proposals must be received by 3:00 pm on Friday, February 8, 2019 in the Washington County Purchasing Division Office, 1890 Building, Suite 226, 180 East Main Street, Hillsboro, OR 97123. Proposals received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened. The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding of the County it is in the public interest to do so. A copy of the Request for Proposal document is posted on the Oregon Procurement Information Network (ORPIN) at http://orpin.oregon.gov. Proposal documents can be viewed and downloaded from the ORPIN site. Proposers are responsible for checking the ORPIN site for any addendums before submitting their proposals or they may request this information using the Washington County Purchasing Division website at https://www.co.washington.or.us/Support_Services/Purchasing/current-solicitations.cfm The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County. Responders must conform to the requirements of these proposal documents and all related, applicable laws. The County does not intend to pre-qualify any responders for this project. All responses submitted for this project will be considered provided that they meet the criteria set forth in the RFP documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries’ list of contractor’s ineligible to receive public works contracts (pursuant to ORS 279C.375).
