CITY OF WEST LINN 2019 REROOFING PROJECT AT THE WEST LINN PUBLIC LIBRARY Bids due: Feb. 13, 2019 @ 2:00 pm INVITATION TO BID Sealed bids for the City of West Linn at the West Linn Public Library will be received by Ken Worcester, Parks and Recreation Director, City of West Linn until 2:00 P.M. Pacific Standard Time (PST) February 13, 2019, at 22500 Salamo Road, West Linn, Oregon 97068 and publicly opened and read aloud immediately thereafter. Bids received after 2:00 P.M. will not be opened. Within two working hours of the bid closing time, bidders must submit their First-Tier Subcontractor Disclosure Form. Briefly, the work includes partial replacement of damaged insulation, sloping the roof, and installing a new roof and sheet metal to match existing to a previous addition. A Mandatory Pre-bid Conference for all prospective contractors, subcontractors and manufacturers will be held at the West Linn Public Library, 1595 Burns Street, West Linn, Oregon 97068 on February 5, 2019 at 9:00 A.M. Pacific Standard Time (PST). Prospective bidders must be approved by Siplast to ensure that tie-offs to the existing roofs will not create any condition that negates the existing Siplast warranty or would result in a failure to match new roof colors to the existing roof. Any bids submitted by a contractor, sub-contractor or manufacturer not attending the Mandatory Pre-bid Conference may be subject to rejection at City of West Linn’s discretion. The bidding documents, including the Contract Terms and Conditions, will be available at the Mandatory Pre-bid Conference, with a reservation made through Schaber Roof Consultants, Inc. by sending an e-mail requesting the bidding documents to src@spiretech.com, no later than 48 hours prior to Pre-bid Conference. A refundable deposit of $75 for plans is required. Plans and specifications will also be available for download at no charge from https://bids.westlinnoregon.gov Each bidder must be licensed by the Oregon Construction Contractors Board. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A. Prevailing wage rates must be paid on the Projects in accordance with ORS 279C.800 to 279C.870 and BOLI rates as of January 2019. A Public Works Bond is required. City of West Linn may, at its discretion, reject any bids that are not in compliance with all prescribed public procedures and requirements, Instructions to Bidders and the Contract Documents, and may reject for good cause any or all bids upon findings by the City of West Linn that is in the public interest to do so.
