CITY OF HILLSBORO NOTICE OF PUBLIC HEARINGS CASE FILE NOS.: CU-010-18 & SNRP-001-19 Glencoe High School Site Improvements & Addition NOTICE IS HEREBY GIVEN that public hearings will be held before the Planning Commission, at or shortly after 6:00 p.m., on Wednesday, February 27, 2019, in the Shirley Huffman Auditorium at the Civic Center, 150 E Main Street, Hillsboro. At this hearing, the Commission will consider approval of two applications associated with the proposed project, which entails a variety of improvements to Glencoe High School. Seismic and safety upgrades to existing school buildings, multiple-building additions (new classroom wing, weight room and team room), a new main entrance, renovations to Career Technical Education classrooms, improvements to teacher and student parking lots, and half-street improvements on NW Glencoe Road, as well as Major Adjustments to the required number of vehicle and bicycle parking spaces, will be considered under a consolidated Conditional Use and Development Review application. Proposed expansions of the southern parking lot and cafeteria involve encroachments into a significant upland forest SNR on the site by 4,853 square feet and SNR Impact Area (buffer) by 10,239 square feet; these encroachments and associated mitigation will be reviewed under a second application, a Significant Natural Resource (SNR) permit. The applicant proposes to mitigate the SNR encroachments by enhancing 24,798 square feet of upland forest by removing non-native/invasive plants and planting the area with native trees, shrubs, and groundcover. The property owner is the Hillsboro School District, the applicant Angelo Planning Group, represented by Frank Angelo, Angelo Planning Group. The subject property is specifically identified as Tax Lot 100 on Washington County Assessor’s Tax Map 1N3-25DA and Tax Lot 12800 on Tax Map 1N3-25AD and is generally located north of NE Cory Street, south of NE Treena Street, east of NW Glencoe Road and west of NE Estate Drive. The applicable approval criteria are included in Community Development Code (CDC) Section 12.80.040 for the Development Review, Section 12.80.020 for the Conditional Use, and Section 12.80.156 for the Major Adjustments. The applicable approval criteria for the Significant Natural Resource Permit are included in CDC Section 12.80.130. The CDC may be viewed online at or in the Planning Department office. The staff reports will be available on Wednesday, February 20, 2019 at 4:00 p.m. The staff reports, application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant.
