NOTICE OF RECEIPT OF BALLOT TITLE Filed in the Office of County Clerk 2/21/19 NOTICE IS HEREBY GIVEN that a ballot title for a measure to be referred by Columbia 9-1-1 Communications District has been filed with the Columbia County Clerk on February 21, 2019. The ballot title caption is: Renewal of 9-1-1 Emergency Communications Operating Funds Caption Renewal of 9-1-1 Emergency Communications Operating Funds Question Shall the five-year Columbia 9-1-1 operating levy be renewed, at .29 cents per $1,000 assessed value, beginning 2019 / 2020? This measure renews current local option taxes. Summary The Operating levy for the Columbia 9-1-1 Communications District was approved by voters in 1998 and renewed in 2004, 2009 and again in 2013. This five-year Operating Fund supports all ongoing functions of the 9-1-1 call center, such as maintaining emergency communications service for all communities and unincorporated areas throughout the county; 24-hour staffing and training; coordination and dispatching for 16 public safety agencies in Columbia County, including all fire, emergency medical and police in each community, and related support services for State Police and State Forestry Department. The Operating Levy renewal would be at a rate of .29 cents per $1,000 of assessed property value, or $29.00 per year, plus the permanent rate of .0002554 cents, or $25.54 per year. For a home assessed at a value of $100,000, this totals approximately $54.00 per year for 9-1-1 Communications District funding. Over the five year period, an estimated total $7,920,160 will be raised: $1,488,488 in the first year; $1,534,797 in the second year; $1,582,546 in the third year; $1,631,781 in the fourth year and $1,682,548 in the fifth year. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate NOTICE IS HEREBY GIVEN that a measure election conducted by mail will be held on Tuesday, May 21, 2019. Any elector of the district may file a petition for review of this ballot title in the Columbia County Circuit Court no later than 5:00 p.m. March 4th, 2019 (which is the 7th business day after receipt). The challenger must notify the Columbia County Clerk’s Office in writing not later than 5:00 p.m. on the next business day following the day the petition for review is filed.
