CITY OF SALEM, OREGON CONTRACTS & PROCUREMENT WATERSHED MANAGEMENT SERVICES Proposals due: May 31, 2019 @ 4:00 pm REQUEST FOR PROPOSALS RFP #190049 INTRODUCTION The Public Works Department of the City of Salem, Oregon acting on behalf of the City of Salem (City), collectively referred to hereinafter as Salem, is soliciting proposals from qualified Proposers for watershed management services on a continuing services basis for the categories listed below. Separate contracts will be negotiated with the City and the Agency. Note: This is a Qualifications Based Selection (QBS) pursuant to ORS 279C.110. Categories 01 BIOLOGICAL AND AQUATIC SERVICES 02 WATERSHED PLANNING/HYDROLOGICAL SERVICES 03 PUBLIC PARTICIPATION/INVOLVEMENT AND RELATIONS SERVICES Projects may be numerous and varied throughout the year, or no assignments may be made. Proposals will be received until, but not after 4:00 p.m. (local time), May 31, 2019. Interested firms may submit proposals for providing any number of the above stated categories, however, each category shall be proposed separately. For each category being proposed, one signed (signed in blue ink) original, one (1) electronic copy on cd or USB flash drive in Word format, and six (6) copies of each proposal shall be sealed in an envelope or other delivery container, addressed to the Contracts and Procurement Manager, Contracts and Procurement Office, 555 Liberty Street SE, Room 330, Salem, Oregon 97301, showing on the outside of the envelope/delivery container the name of the firm and the words CONSULTANT OF RECORD (COR) FOR WATERSHED MANAGEMENT SERVICES ON A CONTINUING SERVICE BASIS (ENTITLED WITH THE CORRECT CATEGORY TITLE)-RFP No. 190049. Please identify the original proposal copy with the printed words Original Copy. The original proposal shall bear an original signature of a representative of the proposer who is authorized to bind the proposer in contractual matters. Contracts and Procurement Division office hours are Monday-Friday from 8:00-12:00 Noon and from 1:00-5:00 PM. Electronic proposals will be not accepted. Prospective Proposers may obtain these solicitation documents by registering on the Oregon Procurement Information Network (ORPIN) website and downloading them. Proposers shall consult the ORPIN system regularly until closing date and time to avoid missing any notices. To register on ORPIN go to http://orpin.oregon.gov/open.dll/welcome. The City shall advertise all Addenda on ORPIN. Prospective proposers are solely responsible for checking ORPIN to determine whether or not any Addenda have been issued. RFP documents will not be mailed to prospective proposers. Solicitations for Subcontracts, Including Procurements of Materials and Equipment: In all solicitations either by competitive bidding or negotiation made by the contractor for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the contractor of the contractor’s obligations under this contract and the Salem Revised Code Chapter 97, Title VI of the Civil Rights Act of 1964 and other federal nondiscrimination laws.
