PUBLIC NOTICE CITY OF MOLALLA 2017 LAGOON LEAK TEST RESULTS POSTED ON WEBSITE In 2017, the City of Molalla conducted a lagoon leak test in accordance with Oregon DEQ requirements. The guidelines for estimating leakage from existing sewage lagoons produced by Oregon DEQ states that seepage rates as high as 1/8 of an inch per day or less are considered normal. Seepage exceeding 1/4 (0.25) inches per day indicates a seal failure, or absence of adequate initial seal. The measured leakage rate is 0.24 inches per day, which equates to a daily leakage loss of 171,913 gallons of partially treated wastewater. The lagoon leakage test did not exceed 1/4-inch per day and therefore the lagoon leakage test passed. In 2018, the City of Molalla adopted a Wastewater Facility and Collection System Master Plan (WWFCSMP). The purpose of the plan is to provide the City with a comprehensive wastewater utility planning document that will allow the City to plan, design, and construct wastewater improvements to serve community growth through the year 2043. The recommendation from the master plan is to convert the lagoon from sewer treatment to finished water storage. The lagoons will be cleaned, inspected, and lined in order to allow for storage of the cleaned finish water to be used as recycled water for land application in the summer months and discharged to Molalla River in the winter months.
