CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NOS.: HCP-001-19 JACKSON EAST AND CDCA-001-19 JACKSON EAST NOTICE IS HEREBY GIVEN that two public hearings will be held before the Planning Commission at or shortly after 6:00 p.m., on Wednesday, August 14, 2019, in the Shirley Huffman Auditorium of the Civic Center, 150 E Main Street, Hillsboro, Oregon. At the hearings, the Planning Commission will consider proposed text and map amendments to Hillsboro Comprehensive Plan, Ordinance No. 6249, as amended (Case File No.: HCP-001-19), and proposed text amendments to the Hillsboro Community Development Code (CDC), Ordinance No. 6094, as amended (Case File No.: CDCA-001-19). The proposed text and map amendments to the Hillsboro Comprehensive Plan (HCP) would incorporate the approximately 550 acres in North Hillsboro brought into the Urban Growth Boundary (UGB) by the Legislature in 2014, referred to as Jackson East. The proposed amendments would affect goals, policies and implementation measures in Section 30 North Hillsboro Industrial Area Community Plan, add a Comprehensive Plan Industrial Designation for Jackson East to Section 22 Comprehensive Plan Map, and add the Natural Resources Inventory & Assessment for the Jackson East area to Section 23.5 Natural Resources Inventory. The procedures by which a Comprehensive Plan Text and Map Amendment is processed can be found in the CDC in Section 12.70.060 Type IV Procedure and Section 12.80.166 Comprehensive Plan Major Amendment. The proposed text amendments to the CDC would incorporate the approximately 550 acres in North Hillsboro (Jackson East) brought into the UGB by the Legislature in 2014. The proposed CDC amendments would affect Section 12.25.300 I-S Sanctuary, Subchapter 12.66 North Hillsboro Industrial Area Plan District, Section 12.01.500 Definitions, and Section 12.80.040 Development Review to incorporate the Jackson East area. The procedures by which a CDC text amendment is processed can be found in the CDC in Section 12.70.060 Type IV Procedure and Section 12.80.140 Text Amendment. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Department office. The staff reports for the proposed amendments will be available on Wednesday, August 7, 2019 at 4:00 p.m. The staff reports and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at the address listed above, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference Case File Nos. HCP-001-19 and/or CDCA-001-19 on all written testimony. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
