CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: MOD-009-19 REED’S CROSSING PHASE 1C NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, at or shortly after 6:00 p.m., on Wednesday, September 25, 2019, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro, Oregon. At this hearing, the Commission will consider a request for a Major Modification to the approved Reed’s Crossing Planned Unit Development (PUD) Phase 1 Concept Plan approval, Case File No.: MOD-003-17. This PUD Modification is a consolidated application consisting of a Phase 1C Concept Plan, a Phase 1C Subdivision preliminary plat, Minor & Major Adjustments, a Conditional Use application, and two Development Review applications. The Concept Plan and Subdivision application include a preliminary plat for a 211 Lot subdivision consisting of 158 single-family detached units, 48 single-family attached units (townhomes), five multi-family lots (stacked flats), a 3.86 acre public neighborhood park, and identification of the site of a future public elementary school. This application also includes new streets, sidewalks, pedestrian and bicycle accessways, landscaping, a unified fencing scheme, parking, utilities and stormwater facilities. Conditional Use and Development Review applications for the future school will be submitted and reviewed separately. The applicant is seeking a series of Minor & Major Adjustments to accommodate a greater mix of housing types within the zones. Adjustments to the Community Development Code (CDC) include: Section 12.65.270 Solar Access and Lot Orientation; Section 12.65.520 Street Connectivity and Access; Section 12.65.710 Detached Single Family, Duplex and Two-Unit Townhouse Residential Design Standards; and the Lot Development Standards for the SFR-6, SFR-4.5 Single Family Residential zones, and the MFR-2 Multi-Family Residential zone. The Conditional Use application is for the proposed public neighborhood park that will serve the surrounding residential area. It will provide connections to adjacent residences and includes a portion of a local trail which runs from the south side of the park to the Greenway to the north. The proposed park also includes a shared lawn area, restrooms, picnic area, playground, bocce ball court, and a skate pod. The Development Review applications include site planning for the proposed townhome and multi-family units that demonstrate compliance with a specific sub-section of the conceptual elevations approved in MOD-003-17 and MOD-022-18, and also includes a technical review of the proposed neighborhood park and the location of stockpiles and staging areas necessary to accommodate development. The property owners are GLC South Hillsboro, LLC, and Hillsboro School District, the applicant is David Brentlinger, GLC – South Hillsboro, LLC , and the applicant’s representative is Mimi Doukas, AKS Engineering & Forestry, LLC. The subject properties can be specifically identified as Tax Lot 2000 on Washington County Assessor’s Tax Map 1S2-11 and Tax Lot 3500 on Tax Map 1S2-14, and are generally located southwest of the intersection of SE Blanton Street and SE Cornelius Pass Road. The applicable criteria for a Modification application are included in Section 12.80.100 of the CDC, and in Sections 12.80.020 (Conditional Use), 12.80.040 (Development Review), 12.80.098 (Subdivision), 12.80.100 (Modification of Approved Plans and Permits), 12.80.154 (Minor Adjustments), and 12.80.156 (Major Adjustments) of the CDC.
