PUBLIC HEARING NOTICE A Public Hearing has been scheduled before the City of Madras Planning Commission to receive testimony or comments regarding the Major Variance application (File #: V-19-2) submitted by Effective Images, Inc. The subject property is known as Township 11, Range 13, Section 14D on Tax Lot 700. The property is zoned Mixed-Use Employment (MUE). The applicant has proposed a 35-foot tall sign. STANDARDS AND APPLICABLE CRITERIA: These land use applications will be reviewed using the criteria for subdivision approval in the following sections of the City of Madras Subdivision Ordinance No. 713: Article II – General Requirements for Subdivisions, Article III – Subdivision Application Procedure, Article IV – Final Plat, and Article V – Design Standards and Improvements; and City of Madras Zoning Ordinance No. 864: Article 9 – Administrative Provisions. ALL WRITTEN REPLIES MUST BE RECEIVED BY THE CITY RECORDER PRIOR TO THE HEARING DATE OR SUBMITTED AT THE HEARING. Failure to raise an issue in person at the hearing or in writing precludes appeal by that person to the Land Use Board of Appeals (LUBA). Failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to LUBA based on that issue.
