CITY OF NORTH PLAINS NW GLENCOE RD. AND NW PACIFIC ST. PEDESTRIAN CROSSING FOR CITY OF NORTH PLAINS Bids due: Sept. 27, 2019 @ 2:00 pm INVITATION TO BID Sealed proposals for NW GLENCOE RD. AND NW PACIFIC ST. PEDESTRIAN CROSSING for the CITY OF NORTH PLAINS will be received at City Hall, 31360 NW Commercial Street, North Plains, OR 97133 until the BID CLOSING at 2:00 PM, local time, on the 27th of September 2019, at which time the bids will be publicly opened and read. No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location and date, until 4:00 PM, local time. The work consists of installing an enhanced pedestrian crossing with solar powered rectangular rapid flashing beacons. This work also includes the reconstruction of two curb return ramps to ADA and PROWAG standards as well as approximately 350 linear feet of a 6.50′ feet wide asphalt pedestrian path along NW Pacific Street. Copies of said documents may also be obtained online from Willamette Print and Blue Print, inc. in the Digital Planroom for the project (https://wpbinc.com/digital-planroom/) at the cost to the Contractor. This amount is not refundable and return of the documents is not required. No proposal will be considered by the CITY OF NORTH PLAINS unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035 et seq. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted. Contractors must be qualified in accordance with the applicable parts of ORS 279 in order to enter into a contract with the CITY OF NORTH PLAINS for public work in the State of Oregon. To document qualifications, bidders shall submit a completely executed Prime Contractor Prequalification Application when submitting their bid proposal. Prime contractor prequalification application forms may be obtained at the ODOT Procurement Office-Construction Contracting Unit at 455 Airport Rd. S.E., Bldg. K, Salem, OR 97301 or on-line at: https://www.oregon.gov/ODOT/Business/Procurement/Pages/Bid_Award.aspx The CITY OF NORTH PLAINS will investigate and determine the qualifications of the bidders as part of its evaluation of the bids. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the CITY OF NORTH PLAINS in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish to the CITY OF NORTH PLAINS a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. The CITY OF NORTH PLAINS reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of the CITY OF NORTH PLAINS. The CITY OF NORTH PLAINS may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
