HEARING NOTICE The Newberg Planning Commission will hold public hearings on November 14, 2019 at 7 p.m. at the Newberg Public Safety Building, 401 E Third Street, Newberg, OR, to evaluate the following proposals: 1. Appeal of a Two Lot Partition: Consider an appeal of a two lot partition, Newberg file #PAR19-0004, located at 712 and 714 E Third Street. The appellant has stated that a previously approved conversion of a duplex to a single-family dwelling and Accessory Dwelling Unit, Newberg File #DR119-0009, is invalid and therefore the two lot partition is also invalid. The applicable criteria used to make the decision on this application are found in Newberg Development Code 15.220.050(A), 15.445.260 and 15.235.050(A) & (B). File: APL19-0001. 2. Residential Parking Regulations in Downtown Newberg: Consider an amendment to the Newberg Municipal Code, Title 15 Development Code, to modify the residential parking requirements for C-3 zoned property. An applicant would be allowed to pay a fee-in-lieu for not providing required residential parking onsite for a new development. There would be three options including 1) applicant provides all parking onsite, 2) applicant provides a portion of the parking onsite and pays a fee-in-lieu for the other portion of required parking not provided onsite, or 3) applicant provides no parking onsite but pays a fee-in-lieu for all required residential parking. Design Standards for Small Wireless Facilities: Consider an amendment to the Newberg Municipal Code, Title 15 Development Code to allow small wireless facilities as a special use standard in all zones and adopt design standards for those facilities. These regulations would apply to facilities on private property. Any written testimony must be submitted to the Community Development Department office by noon on November 12, 2019. Written testimony received after this time will be read out loud at the hearing subject to time limits for speakers, and will be included in the record if there are further proceedings.
