PUBLIC NOTICE CROOK COUNTY PLANNING COMMISSION PUBLIC HEARING Notice is hereby given that the Crook County Planning Commission will hold a public hearing at 6:00 p.m. on Wednesday, December 11, 2019 in the Crook County Meeting Room, 320 NE Court Street, Prineville, Oregon to consider the following: Conditional Use – Commercial Activity in Conjunction with Farm Use (Processing Facility) Stanley Shephard (owner) and Central Oregon Processing LLC, Successor to Evergreen State Holdings, LLC (applicant) – Record number 217-19-000987-PLNG – is requesting a conditional use permit to construct and operate a commercial outdoor processing facility in conjunction with farm use. Commercial Activities including the processing of farm crops are allowed as conditional uses under Crook County Code 18.16 (EFU-3 (Powell Butte Area), 18.180.010 (Transportation Impact Analysis), and 18.160 (Conditional Uses). The property is identified as Township 14 S, Range 14 E WM, tax lot 1400. Text Amendment – Modification to 18.16 (Exclusive Farm Use Zones), 18.160.050(7) (Conditional use- home occupations) and 18.172 (Administrative Provisions) Crook County (applicant) – Record number 217-19-000886-PLNG – is requesting a Text Amendment to amend Crook County Code Title 18, Zoning; Chapter 18.16 (Exclusive Farm Use) to correct several typographical errors and improper numbering; Chapter 18.160.050(7) Conditional Use – proposed amendment to reflect Oregon Department of Land Conservation and Development Model Code language for home occupations in EFU3 Zone (Powell Butte Area) and 18.172 (Administrative Provisions) – amendments to make chapter consistent with State law and to clarify public hearing proceedings. The purpose of the proposed Text Amendments is to fix typographical errors, to be consistent with State law and to clarify administrative procedures. Statements will be heard at the hearing. The hearing is being held pursuant to Crook County Code 18.172. Copies of the staff report and draft text amendment language will be available at the Crook County Community Development Department at least one week in advance of the December 11, 2019 public hearing. Written testimony may be submitted to the Crook County Community Development Department, 300 NE 3rd Street, Room 12, Prineville, Oregon 97754, prior to 4:00 p.m. pm December 4, 2019, or at the hearing.
