NOTICE OF PUBLIC HEARINGS-City of North Plains NOTICE IS HEREBY GIVEN that on December 11, 2019, the City of North Plains Planning Commission will hold open Public Hearings to invite comments on the following submittals: City File Number 19-125- Holmstead Subdivision The proposal includes a 6-lot subdivision with sidewalks, street improvements, utilities and street trees. The site is zoned R-5 (medium-density residential) and is 0.97 acres in size. The site is located on tax lot 1001 of Washington County Tax Map 1N301CC. The proposal was submitted by Cascadia Planning + Development Services on behalf of Holm Family Real Estate, LLC. Applicable code sections: 16.025 (R-5 residential), 16.125 (Lot Development Standards), 16.135 (Subdivisions), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Off-Street Parking and Loading), 16.160 (Clear Vision Areas) and 16.170 (Application Requirements and Review Procedures). City File Number 19-126- Richards Ridge Design Review The proposed site development includes one 4,200 square foot commercial building, parking, vehicle and pedestrian circulation and landscaping. The site is zoned C-2 (Highway Commercial) and is 0.825 acres in size. The site is located on tax lots 2900, 3000 and 3100 of Washington County Tax Map 1N301DA and is addressed as 30823 NW Commercial Street. The proposal was submitted by JPR Consulting on behalf of Kent & Nancy Richards properties LLC. Applicable code sections: 16.040 (C-2 Highway Commercial), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Off-Street Parking and Loading), 16.160 (Clear Vision Areas), 16.170 (Application Requirements and Review Procedures), and 16.175 (Design Review). The public hearings will be held at 7:00 p.m. at the North Plains Senior Center, 31450 NW Commercial Street, North Plains, Oregon. Questions and written comments regarding the proposed changes are welcomed and can be directed to City Manager Andy Varner at andy.varner@northplains.org or by calling (503) 647-5555. All interested persons will be given the opportunity to be heard. Copies of the applications are available for public review at City Hall, 31360 NW Commercial Street, North Plains, Oregon and the City’s website northplains.org. Copies of the Planning Commission staff reports will be available no later than one week prior to the hearings. Written comments will be received until the public hearings are closed for the land use actions. The public hearings will be conducted according to the process identified in Development Code Section 16.170. All evidence relied upon by the City to make these decisions is in the public record and available for public review at North Plains City Hall, North Plains, Oregon during regular business hours. Failure to raise an issue in sufficient detail during the comment period or at the public hearings may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearings can be closed or continued at the discretion of the hearing authority. If a hearing is closed, the hearing authority has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes on the final public hearing, the City shall issue a decision. The decision shall be mailed to the applicant and to anyone else who submitted written comments or who is otherwise legally entitled to notice.
