Notice of Public Hearing Housing Needs Analysis (HNA) adoption (LA 2019-02) On December 9, 2019 at 7:00 p.m., the Woodburn City Council will hold a public hearing to hear and adopt the Housing Needs Analysis (HNA) document final version dated August 14, minus Appendix B Draft Policies and Actions, as a supplement to the Comprehensive Plan by legislative amendment (LA 2019-02). The hearing venue is the Council Chambers at City Hall, 270 Montgomery Street, Woodburn, Oregon, 97071. The HNA verifies no need to expand the Woodburn urban growth boundary (UGB) to accommodate projected housing growth and considers housing policies the City could consider to improve housing availability and affordability. Adoption follows the Council work session held October 28 and is a milestone for the year-long project, which had several Planning Commission work sessions and two public open houses. Any interested party may testify at the hearing(s) or submit written testimony on the proposal at or before the hearing(s). The City may accommodate Americans with Disabilities Act (ADA) access upon timely request. A summary of LA 2019-02 will be available through the Council agenda packet five (5) days in advance of the hearing date for viewing through the City Council Meetings webpage as well as in person at the Administration and Community Development Departments at City Hall.
