Oregon Department of Environmental Quality Clean Water State Revolving Fund DETERMINATION OF CATEGORIAL EXCLUSION FROM FURTHER ENVIRONMENTAL REVIEW City of Scappoose- Wastewater Facilities Improvements (Phase 1) – Application #80930-19 The City of Scappoose has applied for a Clean Water State Revolving Fund loan to improve the Spring Lake lift station, and to improve the primary wastewater treatment facility, including hydraulic improvements to the secondary clarifier, secondary clarifier and RAS/WAS pumping upgrades, and life safety and condition improvements at the aerobic digester. The Oregon Department of Environmental Quality (DEQ), in accordance with its State Environmental Review Process (SERP), has determined this project qualifies for a Categorical Exclusion (CE) from further environmental review. The determination is based on a review of the documentation submitted by the applicant and its project partners. DEQ has reviewed the submitted material and has concluded it provides sufficient documentation with which to make a CE determination. DEQ determined that no extraordinary circumstances, listed in the SERP, apply to this project. The Clean Water State Revolving Fund project file contains copies of all documentation to support this determination. This determination is subject to reconsideration should any new information become available.
