NOTICE OF PUBLIC HEARING The City of Lake Oswego Planning Commission will hold a public hearing in the City Council Chamber located in Lake Oswego City Hall at 380 A Avenue on Monday, January 27, 2020, 6:30 p.m. The Commission will consider PP 19-0012, a request from the City of Lake Oswego to consider a proposed concept plan for Luscher Farm that will accommodate the current and long-term needs for integrated open space, park and recreational uses, including: 1) Urban agriculture uses and programs; 2) Athletic fields; and 3) Connecting trails and pathways. The City of Lake Oswego intends to submit an application to Metro for a major amendment to the Portland Metro Urban Growth Boundary (UGB) by March 15, 2020 (Metro’s deadline) to add approximately 83.3 acres of City-owned parks and open spaces (Luscher Farm) to the UGB. Metro code requires a concept plan be submitted with applications for major amendments to the UGB. Following Metro approval of the UGB amendment, the City of Lake Oswego will amend its Comprehensive Plan and Urban Services Boundary so that the Luscher Farm properties can be annexed to the city (subject to voter approval) and zoned Park and Natural Area (PNA) A copy of the proposed concept plan is on file in the Planning & Building Services Department at City Hall. Since the time allowed for public testimony is limited, you are urged to review the record and be thoroughly familiar with it if you plan to testify. Information can also be obtained by visiting the City’s website at: http://www.ci.oswego.or.us/all-projects (Search for PP 19-0012) Recommendation: Final recommendations of the Planning Commission shall be forwarded to the City Council. A final decision on these proposals will be made by the City Council. Staff coordinator is Scot Siegel, Director of Planning and Building Services, (503) 699-7474 or ssiegel@lakeoswego.city.
