HELENS URBAN RENEWAL PLAN AMENDMENT 2 The City Council of the City of St. Helens has adopted Ordinance No. 3257 on November 4, 2020 approving the St. Helens Urban Renewal Plan Amendment 2. The Plan Amendment has been adopted in conformance with the applicable legal requirements and shall be conclusively presumed valid for all purposes 90 days after the adoption of the ordinance.
