CITY OF GLADSTONE A notice is hereby given that on November 2, 2021, an Election will be conducted by mail in the County of Clackamas County, Oregon, at which time will be submitted to qualified voters of the City of Gladstone the following question: CAPTION: Authorization to construct and incur debt for public works facility. QUESTION: Shall Gladstone authorize the construction and incurrence of debt for a new public works facility without increasing taxes? SUMMARY: This measure would authorize the City to construct, incur debt, and provide for a new Public Works Facility, which is expected to: — replace the current facility, which is in a state of disrepair and fails to meet the current needs of the community; — provide a critical emergency facility to support responses to major events such as the recent ice storm and wildfires; — create a seismically sound and accessible facility to all, including people with disabilities; and — provide improved efficiency and access to city services, which will result in long term cost savings. This measure would not increase taxes. This measure is being submitted to voters to meet the approval requirements of the City Charter. City estimates the amount borrowed would be approximately $5,000,000. The City expects to repay the debt using an allocation of costs distributed across five departments (Streets, Sewer, Water, Storm, and Parks). The City will also apply for any qualifying grants to reduce the amount borrowed. The new facility is expected to remain at the facility’s current location at 18595 Portland Avenue. This ballot title was received by the City Recorder of the City of Gladstone on Wednesday, July 14, 2021. An elector may file a petition for review of this ballot title with the Circuit Court of Clackamas County no later than 5:00 p.m. on July 23, 2021. Any elector who files a petition to review the ballot title must notify the City Recorder in writing that the petition has been filed no later than 5:00 p.m. on the next business day following the day the petition is filed.
