NOTICE OF BALLOT TITLE CITY INITIATED MEASURE FOR LAW ENFORCEMENT LEVY NOTICE IS HEREBY GIVEN that a ballot title for a measure referred by the Banks City Council has been filed with the City of Banks Election Office on July 15, 2021. NOTICE IS FURTHER GIVEN that the Banks City Recorder has determined that the proposal contains only one subject, as required by section 1(2)(d), Article IV of the Oregon Constitution. NOTICE IS FURTHER GIVEN that the Banks City Attorney has submitted the following ballot title for the proposal: BALLOT TITLE MEASURE No. _________ CAPTION: Levy to fund dedicated Washington County Law Enforcement Services QUESTION: Shall City levy $2.50 per assessed $1,000 for five years beginning FY 2022 for law enforcement services? SUMMARY: The Banks city council recommended this measure for the November 2, 2021 ballot to replace the current local option tax of $2.35 per $1,000 of assessed value and represents a 6% increase. If approved, the city will levy $2.50 per $1,000 of assessed value for each of five years beginning 2022 to continue contract with the Washington County Sheriff for full-time local police services. If this levy fails, the city will be without dedicated police services, which include prompt 911 response, crime prevention, law and traffic enforcement, youth and school programs, crime investigation, enforcement of city ordinances, court bailiff services and other city-specific policing. The city has contracted with Washington County since 2006, and this levy continues funding for those services at full-time (24/7) level (one deputy, two shifts per week). For homes assessed at $100,000, the annual tax is estimated at $250. This is an ESTIMATE ONLY based on best information available from the county assessor at the time of estimate and may not reflect early payment discounts, compression or collection costs. Any person who wishes to contest the ballot title or explanatory statement as written must file a petition for review of the ballot title in Circuit Court for Washington County as provided in ORS 250.296 not later than the seventh (7th) business day following the date of this Ballot Title Notice.
