CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: HCP-001-22 TRANSPORTATION SYSTEM PLAN UPDATE NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission thorough a Zoom virtual meeting at or shortly after 6:00 pm, on Wednesday, February 9, 2022. At the hearing, the Planning Commission will consider text and map amendments to the Transportation System Plan. The Transportation System Plan (TSP) identifies existing service gaps, plans ahead for project growth, and prepares to meet future needs for all users and transportation modes in compliance with the requirements of Statewide Planning Goal 12. This proposed major amendment to the TSP is a comprehensive revision of the entire document. The City will address regulatory changes, population growth, and emerging transportation, land use, environmental, economic, and social trends that have occurred in the community since the last update which was completed in January 2004. If adopted, this TSP will serve as the guiding document for the City of Hillsboro’s transportation investments over the next 20 years. The procedures by which major amendments are processed can be found in CDC Section 12.70.060, and the approval criteria can be found in Section 12.80.166. Written Testimony: If you would like to submit written testimony ahead of the hearing, please send your testimony via email to planning@hillsboro-oregon.gov. Testimony received prior to 8:00 am on the day of the hearing will be posted to the agenda packet online. Testimony received after 8:00 am on the day of the hearing will be forwarded to the Planning Commission either before or during the meeting. Please note that Planning Commission may have limited time to review any written testimony received after 8:00 am on the day of the public hearing. Please reference the case file no. on all written testimony. Teleconference Testimony: You may pre-register to speak during the hearing by providing your name, phone number, address, and Zoom account name to via email at planning@hillsboro-oregon.gov prior to 5:00 pm on the day of the hearing. Your information will not be shared at the hearing. If you pre-register and provide your contact information, the City will mail you a copy of the notice of decision once the hearing is closed and a decision has been rendered. At the hearing, the Planning Commission President may read down the list of those who pre-registered. If you were unable to pre-register prior to the meeting, you may email planning@hillsboro-oregon.gov during the hearing to request to speak. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to planning@hillsboro- oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Telephone conversations cannot be accepted as testimony. General comments, requests and inquiries, not related to the hearing, can be emailed to planning@hillsboro-oregon.gov. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
