NORTH CLACKAMAS SCHOOL DISTRICT PARKS BUILDING DEMOLITION PROJECT Bids due: April 6, 2022 @ 2:00 pm INVITATION TO BID ITB-003-2022 The North Clackamas School District requests bids for the above referenced project. The work of the contract consists of the demolition and removal of the building, its foundation, deck structures and adjacent hardscape surfaces, removal and capping-off of utilities serving the site, adding and connecting to the existing irrigation system, grading and infilling the demo area with dirt from a nearby spoils stockpile, reseeding the fill area and stockpile removal area with grass as indicated on the Scope of Work and Bid Drawings provided by HHPR. The Building is located on the Adrienne Nelson High School Campus at 16223 SE Stadium Way, Happy Valley, OR 97015 and was most recently serving as the Hood View Park Offices for North Clackamas Parks and Recreation. Parks and Recreation will vacate the building by June 1st, 2022 and PBS Engineering and Environmental will complete asbestos abatement and removal prior to the project. Contractor shall be responsible for all permits and inspections relating to the demolition, site regrading and landscaping. Bidders may obtain electronic copies of Bidding Documents at no charge from the Oregon Buys website: http://oregonbuys.gov A Mandatory Pre-Bid meeting will be held at: 16223 SE Stadium Way, Happy Valley, OR 97015 on Wednesday March 30th, 2022 at 10:00 AM. This is a MANDATORY Pre-Bid meeting. Any statements made by the District’s or its representatives at the pre-bid meeting will not be binding on the District unless confirmed by addendum. Protests, Technical Questions, Requests for Clarification or Changes of Specifications and/or Bidding Requirements, including Substitution Requests, must be received by the purchasing specialist in writing no later than seven (7) calendar days prior to bid closing date and time. Bidders shall comply with all BOLI and CCB requirements as adopted in Senate Bill 477 (effective January 1, 2006) including all filing, notification, and payment requirements; Retainage for payment for labor, and the filing of a $30,000 public works bond with the Oregon Construction Contractors Board. The Public Works Bond shall be obtained from a corporate surety authorized to do business in this state. Sealed bids shall be submitted by 2:00 PM Pacific Time, on April 6, 2022 to Leif Palmer, Purchasing Specialist, North Clackamas School District, 12400 SE Freeman Way, Milwaukie, OR 97222. Bids received after this time and date will not be accepted. No faxed bids will be accepted. Electronic bids will be accepted if received by the deadline. The District is not responsible for late or delayed bids due to electronic delivery. Electronic bids can be emailed to palmerle@nclack.k12.or.us. Bids will be opened immediately thereafter. There will not be an in person public bid opening, bidders can request to be included in a virtual bid opening via Google Meets. First-tier subcontractor lists, if applicable, shall be submitted, preferably in a separate envelope (or email), by 4:00 PM Pacific Time, on March 6, 2022. Bids received after the 2:00 PM Pacific Time submission time, and bids that are not accompanied with the required subcontractor’s list (Section 004400), if applicable, by 4:00 PM Pacific Time, will not be considered. By submission of a bid, the Bidder agrees to comply with the provisions of 279C.800 through 279C.870 relating to State of Oregon, BOLI Prevailing Wage Rates, January 1, 2022.
