REQUEST FOR PUBLIC COMMENTS The City of Gresham is releasing its five-year Stormwater Management Plan (SWMP) and associated documents for public comment. The City’s stormwater permit issued by DEQ in October 2021 requires that the existing plan be updated to comply with additional requirements. The SWMP outlines the activities called Best Management Practices (BMPs) that the city conducts to protect the Columbia Slough, Johnson Creek, Kelly Creek, and a subbasin of the Sandy River, as well as the associated natural areas that are publicly owned. It includes details of how the stormwater rates and system development fees are allocated to activities such as street sweeping, stormwater system cleaning and repair, business inspection, erosion control inspections for development, private stormwater facility maintenance oversight, spills and illegal dumping response, education and outreach, stormwater monitoring, and efforts to reduce pesticides, bacteria, mercury, and temperature in streams.
