Public Notice of Industrial User in Significant Noncompliance Clean Water Services (District) administers the federal Industrial Pretreatment Program to regulate discharges of industrial wastewater to the sanitary sewer system. It is a requirement of federal regulation 40 CFR 403.8(f)(2)(viii) and Nondomestic Waste Ordinance 42 that the District publish a list of industrial users that were in Significant Noncompliance (SNC) with applicable Pretreatment Program requirements annually. Listed below are those industrial facilities that discharge industrial wastewater into the District’s Publically Owned Treatment Works and were found to be in Significant Noncompliance between January 1, 2022, and December 31, 2022. Quantum Global Technologies, LLC-dba QuantumClean 8055 NE Jacobson Street Hillsboro, OR 97124 Violation: QuantumClean was found to be in Technical Review Criteria Significant Noncompliance for violations of the pretreatment standard for total nickel and total copper. District Enforcement Action: QuantumClean was issued a Notice of Violation on January 31, 2023. Current Compliance Status: At the time of this publication QuantumClean is currently being re-evaluated for SNC relative to total nickel and total copper criteria through March 31, 2023.
