INVITATION TO BID MADRAS MUNICIPAL AIRPORT APRON RECONSTRUCTION/FENCING IMPROVEMENTS Sealed bids for the Madras Municipal Airport – Apron Reconstruction/Fencing Improvements, A.I.P. Project No. 3-41-0035-016-2022 will be received by the City of Madras (the City) at the City Hall located at 125 SW E Street Madras, OR 97741, until the bid closing time of 2:00PM, on the 27th day of April 2023, at which time the bids will be publicly opened and read. Bidders shall submit the required first-tier subcontractor disclosure form within two working hours of the bid closing time. Bidders whose bids and/or disclosure statements are received after the stated times will be considered non-responsive and their bids will not be considered. The scope of work being considered is: 1. Reconstruct Main Apron 2. Reconstruct two PCC Hardstands 3. Construct New Apron 4. Contractors must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the City. The City will only consider contractors who are able to demonstrate prior experience with similar work. The City may investigate to determine bidder qualifications as part of the evaluation of the bids, and the City may reject a bid that does not comply with the prescribed public contracting procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b). Bidders must submit qualification statements in accordance with the terms of Subsection 20-02 of the specifications with their Proposal. Proposals submitted without qualification statements will not be accepted. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530. This contract will be funded, in part, by a grants from the Federal Aviation Administration and the Oregon Department of Aviation. As such it will be subject to federal and state requirements. The contract may only be awarded to a Bidder or Offeror that makes good faith efforts to meet this goal. If Bidder or Offeror cannot meet the advertised project DBE goal of 3.26%, evidence of good faith efforts undertaken by the Bidder or Offeror must be provided as described in Appendix A to 49 CFR Part 26. MISCELLANEOUS INFORMATION Each prospective bidder is encouraged to attend a voluntary pre-bid meeting to be held at 2:00PM, local time on the 20th day of April 2023, at the airport. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed. Answers and clarifications will be in the form of written addenda to the contract and will be emailed or faxed to all plan holders. Bids must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City in an amount equal to ten percent (10%) of the amount bid. Each Bidder must supply all information required by the bid documents and specifications. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price. The City reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the City. The City may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding by the City that it is in the public interest to do so.
