INVITATION TO BID: STEED CREEK SEWER UPSIZING PROJECT NO. 6581

Clean Water Services (District) will receive sealed bids in writing at District’s office located at 2550 SW Hillsboro Highway, Hillsboro, OR 97123, for the following project:
The Steed Creek Sewer Upsizing Project is sewer conveyance capacity improvement consisting of the replacement and relocation of approximately 2,800 lineal feet of existing 8-inch and 10-inch diameter sanitary sewer along an unnamed tributary to Beaverton Creek from SW 170th Avenue to SW Pheasant Drive. Trenchless installation methodologies will be employed to install approximately 1,600 lineal feet of new 10-inch, 12-inch and 15-inch diameter sewers. Approximately 1,200 lineal feet of 10-inch and 12-inch diameter sewers will be installed using conventional open trench methods. The project site traverses pristine natural areas that are to be preserved and protected.
The pre-bid conference and walk-through will be held at Clean Water Services Tualatin Room, 2550 SW Hillsboro Highway, Hillsboro, OR 97123 on April 6, 2016 at 1:00 p.m. All bidders must attend this meeting. Representations and statements made by District representatives at the pre-bid conference are not binding on District unless confirmed in writing. District reserves the right to reject the bid of any bidder who fails to attend the meeting if mandatory.
Bids will be received until the deadline of 2:00 p.m., April 21, 2016, after which time bids will not be received. Within two working hours of the bid closing time, bidders must submit the First-Tier Subcontractor Disclosure Form. At 4:00 p.m., April 21, 2016, all bids will be publicly opened and read aloud at District’s office.
The Contract Documents may be downloaded from District’s website at www.cleanwaterservices.org under Bid Opportunities/Solicitations. You will need to sign in to download the information and that information will be accumulated for a Planholders List. Bidders are responsible for obtaining any Addenda from District’s website as listed above. You may subscribe to District’s Open Solicitations RSS feed at the same Website address and you will be notified when an Addendum to or clarifications of the Contract Documents have been posted. A hard copy of the bid documents will also be available for viewing at the District’s office. To make arrangements to view a copy, contact the Project Manager identified in the paragraph below.

Bids must be made upon the bid forms found in the Contract Documents, and must be accompanied by a certified check, cashier’s check, an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or a bid bond payable to Clean Water Services in an amount not less than 5 percent of the total amount bid.
Each bidder must be licensed by the Oregon Construction Contractors Board (or, for landscaping projects, licensed by the Oregon Landscape Contractors Board). Prevailing wage rates must be paid by bidder and any subcontractor on the project in accordance with ORS 279C.800 to 279C.870 or, if applicable, the Davis Bacon Act (40 U.S.C. Section 3141et seq.). Each bid must contain a statement as to whether the bidder is a resident bidder, as defined by ORS 279A.120. Bidders need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement). District will not receive or consider any bid that is not in compliance with the Instructions to Bidders and the Contract Documents. Bidders and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the project unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).
District may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder’s responsibility under ORS 279C.375(3)(b) and that District may reject for good cause all bids after finding that doing so is in the public interest.
