INVITATION TO BID: EAST BURNSIDE LIGHT RAIL CROSSINGS

Sealed proposals for the construction of East Burnside Light Rail Crossings for Rockwood Water People’s Utility District, 19601 NE Halsey St., Portland, Oregon 97230, will be received by Michael Rosenberger, General Manager, until 2:00 p.m., local time, on the 4th day of May, 2016. No bids will be received after 2:00 p.m., local time, on the 4th day of May, 2016. Bidders must submit a first-tier subcontractors disclosure list within two hours of the date and time for receipt of bids. Failure to submit the required first-tier subcontractors list within the required two hours of the date and time for receipt of bids will disqualify the bidder from further consideration. Promptly at 2:00 p.m. on May 4, 2016, at Rockwood Water People’s Utility District, 19601 NE Halsey St., Portland, Oregon 97230, bids will be publicly opened and read.
The work contemplated consists of constructing two water line crossings under TRIMET light rail tracks, utilizing jacking and boring construction methods, at the intersections of E Burnside Street with SE 139th Avenue and SE 141st Avenue according to the Plans and Specifications. Only domestic pipe and fittings will be accepted, unless availability on specific items dictates that import items be supplied. Import items must be approved by Rockwood Water People’s Utility District.
Additive Work
At the discretion of the District and if project funding allows, up to two additional water line crossings may be added to the project. The additive work will include the construction of additional water line crossings under TRIMET light rail tracks, utilizing jacking and boring construction methods, at the intersections of E Burnside Street with SE 143rd Avenue and SE 146th Avenue. One, both, or none of these crossings may be authorized for construction.
The contract documents and specifications may be examined at the office of Rockwood Water People’s Utility District, 19601 NE Halsey St., Portland, Oregon 97230 (503-665-4179). Hard copies may be obtained at the office of Rockwood Water People’s Utility District for a non-refundable fee of $35.00 for each set. Documents can be mailed through the U.S. Postal Service no later than one (1) week prior to bid deadline. Electronic copies are free of charge and may be obtained by calling Jeremy Hudson or Kerry Aden at 503-665-4179. Both hard and electronic copies of the contract documents and specifications will be assigned a Plan Set number. Bidders must be assigned a Plan Set number in order to receive any addenda that may accompany the contract documents and specifications. Bidders must provide contact name, company name, contact information (i.e., mailing address, email address, and/or fax number) to receive addenda. Addenda are part of the contract documents. Each bid form shall include specific acknowledgment, in the space provided, of receipt of all addenda issued and mailed, emailed, or faxed by the Owner during the bidding period. Failure to so acknowledge may result in the bid being rejected as not responsive. The contract is for public work. Prevailing Wage Rates will apply for this Project. Bidders shall comply with the requirements of those statutes.
Rockwood Water People’s Utility District reserves the right to reject any and all bids not in compliance with all prescribed public bidding procedures and requirements and to reject for good cause any or all bids upon a finding of the agency that it is in the public interest to do so. Contractors must be qualified by the State of Oregon Construction Contractors Board, hold all other necessary licenses, and be qualified in accordance with the applicable portions of ORS 279C in order to enter into a contract with the Owner for public work in Oregon.
