REQUEST FOR QUALIFICATIONS: ON-CALL RIGHT-OF-WAY, PROPERTY APPRAISAL, AND/OR ACQUISITION & RELOCATION

Notice is hereby given that Clackamas County, through its Board of County Commissioners, will receive sealed proposals per specifications until 4:00 PM May 17, 2016 for
ON-CALL RIGHT-OF-WAY, PROPERTY APPRAISAL, AND/OR ACQUISITION & RELOCATION SERVICES FOR THE CLACKAMAS COUNTY DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT – 2016
No proposals will be received or considered after that time.
The Clackamas County Department of Transportation and Development is requesting proposals for qualified property negotiation and acquisition consultants capable of performing full right-of-way services including appraisal, and/or acquisition and relocation assistance. A proposal may be submitted for any or all of the activities described in this RFQ. The County reserves the right to award multiple contracts. The Appraiser(s) must be registered under ORS 308.010, licensed or certified under ORS 674.310 (and not otherwise employed by the County as per specifications).
Proposal packets will be available at Clackamas County Procurement, Clackamas County Public Services Building, 2051 Kaen Road, Oregon City, OR 97045, phone 503-742-5444. Sealed proposals are to be sent to George Marlton – Procurement Director at the Kaen Road address. Proposals will be opened in the Procurement Division, located on the fourth floor of the Public Services Building, at the designated time.
This is not a public works contract subject to ORS 279.348 to 279.380 or the Davis-Bacon Act (40 U.S.C. 276a).
The Clackamas County Board of County Commissioners reserves the right to reject any and all proposals not in compliance with all prescribed public bidding procedures and requirements, may reject for good cause any and all proposals upon the finding that it is in the public interest to do so, and waive any and all informalities in the public interest. In the award of the contract, the Board of County Commissioners will consider the element of time, will accept the proposal or proposals which in their estimation will best serve the interests of Clackamas County and will reserve the right to award the contract to the contractor whose proposal shall be best for the public good.
