A public meeting of the Budget Committee of the City of King City, Washington County, State of Oregon, to discuss the budget for the fiscal year July 1, 2015 to June 30, 2016, will be held at the City of King City, City Hall, 15300 S.W. 116th Avenue, King City, Oregon. The meeting will take place on May 5th, 2015 at 9:30 am. The purpose of this meeting is to receive the budget message and to receive comment from the public on the budget.

A copy of this document may be inspected or obtained on or after April 20th 2015 at the King City offices, between the hours of 8am and 12 pm and 1pm till 5pm Monday through Friday.

This is a public meeting where deliberation of the budget committee will take place. Any person may appear at the meeting and discuss the proposed programs with the budget committee.

PUBLIC HEARING PROCESS
The Planning Commission shall review the application to make a decision regarding the application. The hearing shall be held in the City Council Chambers of the City Hall, 15300 S.W. 116th Avenue, King City, Oregon 97224.

The public hearing on this matter will be conducted in accordance with the rules contained in the King City Community Development Code, which is available at City Hall.

The application is available for inspection at no cost, or a copy can be obtained for 25 cents per page.

The application and all relevant documents are available at City Hall.  At least seven days prior to the hearing, a copy of the staff report will also be available.  All documents may be examined at no cost or copies can be obtained for 25 cents per page.

Interested persons are invited to testify before the Planning Commission or to submit written testimony prior to the close of their respective hearings.  Approval or disapproval of the requests by the commission or council will be based only upon the criteria included in this notice.  At the hearing it is important that comments relating to the request pertain specifically to the applicable criteria listed.  Failure to raise an issue in person or by letter precludes an appeal, and failure to specify the criterion from the relevant city ordinances or comprehensive plan at which a comment is directed precludes an appeal based on that criterion.

The city of King City will hold public hearings before the King City Planning Commission and King City Council regarding potential amendments to the King City Community Development Code.  The purposes of the proposed amendments are to:  1) implement the recently approved King City Town Center Plan and Implementation Strategy for a 49-acre area immediately west of Highway 99W; and 2) address errors, internal conflicts, and to improve general code performance.  The approval criteria for evaluating the plan include:
* King City Comprehensive Plan;
* Metro Urban Growth Management Functional Plan – Chapter 3.07; and
* Statewide planning goals.

The Planning Commission will consider public testimony regarding a draft King City Community Development Code amendments.  The purpose of the hearing will be for the Planning Commission to make a formal recommendation about the draft amendments to the King City Council.

The City Council will consider public testimony and the Planning Commission recommendation prior to making a decision regarding adoption of the King City Community Development Code amendments.

Failure of an issue to be raised in the hearings, in person or by letter, or failure to provide sufficient specificity to afford the approval authority an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.

The public hearing before the Planning Commission is scheduled for Wednesday, February 25, 2015 at 9:30 a.m., at King City Hall, located at 15300 S. W. 116th Avenue, King City, OR 97224.   The public hearing before the City Council is scheduled for Wednesday, March 4, 2015 at 7:00 p.m. at the same location.

Copies of the draft King City Community Development Code amendments will be available at King City Hall, 15300 S. The City of King City will hold a public hearing before the King City Planning Commission and King City Council regarding the draft King City Town Center Plan and Implementation Strategy for a 49-acre area immediately west of Highway 99W (see map of the Primary Planning Area).  The area is identified as part of a Town Center by Metro.  The plan is a land use and transportation plan designed to promote maintaining this area as a viable and successful commercial center in the community.  If adopted, it will serve as a guide for subsequent amendments to the King City Comprehensive Plan and Community Development Code.  The approval criteria for evaluating the plan include:
* King City Comprehensive Plan;
* Metro Urban Growth Management Functional Plan – Chapter 3.07;
* Statewide planning goals.

NOTICE IS HEREBY GIVEN THAT AT 7:00 PM ON WEDNESDAY, AUGUST 21, 2013, IN THE KING CITY CITY HALL, 15300 S.W. 116TH AVENUE, KING CITY, OREGON, THERE SHALL BE A PUBLIC HEARING BY AND BEFORE THE KING CITY CITY COUNCIL ON THE BOUNDARY CHANGE PROPOSAL AND ZONE CHANGE LISTED BELOW.  INTERESTED PERSONS MAY APPEAR AND WILL BE GIVEN REASONABLE OPPORTUNITY TO BE HEARD.

PROPOSAL NO. AN-01-13 – ANNEXATION TO CITY OF KING CITY AND ZONE CHANGE FROM COUNTY R-15 TO CITY R-12 of territory located generally on the west side of the City on the east edge of SW  131st Ave. and the west edge of SW 128th Ave. north of SW Jordan Way and south of SW Dickson St., more particularly:

Tax Lots 3300, 3400 & 3500 SE ¼ NE ¼ Section 16, T2S, R1W, W.M., Washington County, Oregon.

The owners wish to acquire city services to facilitate residential development.

The decision on annexation to the City does not authorize or prevent any specific use of land.  The decision on the zone change would change the current county zoning designation from R-15 (Multi-Family Residential) to City zoning of R-12 (Attached Residential).

Criteria for approval of the annexation by the City Council are found in Metro Code 3.09, the Urbanization section of the City’s Comprehensive Plan and the City / County Urban Growth Management Agreement.  Criteria for the zone change can be found in the King City Comprehensive Plan Locational Criteria for medium density residential uses (pp. 174-231); King City Community Development Code 16.80.050 Zoning of annexed land and Chapter 16.94 Attached Residential (R-12)

Any interested party may testify at the hearing or submit written comments on the proposal at or before the hearing.  A staff report will be available 15 days before the hearing.  Any issue which is intended to provide a basis for an appeal must be raised before the close of the public record.  Issues must be raised and accompanied by statements or evidence sufficient to afford the City and all parties an opportunity to respond to the issue.  Failure to raise an issue with sufficient specificity may preclude appeal to the Oregon Land Use Board of Appeals of the Council’s resolution of that issue.

The application and all supporting materials and evidence submitted in support of the application may be inspected at no charge and copies may be obtained at reasonable cost.
