of Surplus Personal Property
NOTICE OF PUBLIC AUCTION

NOTICE IS HEREBY GIVEN that the Board of County Commissioners for Columbia County, Oregon, will hold a public auction for certain items of personal property that have been deemed surplus to the County’s use.

Columbia County is disposing of surplus items including: 2005 Dutch 3-bd, 1-ba FEMA housing trailer (located in Vernonia), several Ford Crown Victorias (2001,1999,1998,1994), 1996 Ford 1-ton Van, 1985 GMC Box Van, 1991 Chev Caprice, 1990 Jeep Cherokee 4×4, 1991 Olds Bravada, 1982 Dodge 3/4ton PU, 1980 GMC 1ton Dump, 1976 Fruehauf tilt trailer, 1995 Bulldog 2 axle trailer, 1995 Kawasaki Quad, JD riding lawn mower, air compressor, “L” fuel tanks, lumber, 1973 Warner Swzy Gradall (scrap), Waldo sweep master, desk chairs, office equipment, file cabinets, and more.

The auction is scheduled for 10:00 a.m. on November 9, 2013, with preview starting at 8:00 a.m., and will be held at the Columbia County Rider Transit Center located at 1155 Deer Island Road, St. Helens, Oregon. The auction will be conducted through competitive oral bidding with the final sale being to the highest bidder.  The auction will proceed separately, item-by-item, until all items have been auctioned or withdrawn by the auctioneer.  The Board of Commissioners reserves the right to withdraw any item from bidding and to reject any or all bids.  All items will be sold as-is and where-is.

Immediately following the auction, the highest bidder for each item shall pay the full amount due and make arrangements to immediately remove the item(s) from the premises.

PUBLIC HEARING NOTICE

Columbia County is completing a two projects project funded with Community Development Block Grant funds from the Oregon Business Development Department.

Columbia County Flood Recovery Rehabilitation Grant Number D08016.
Columbia County Flood Recovery Acquisition, Grant Number D08029.

The location of the project is Columbia County.  It is estimated that the projects have benefited at least 130 persons of whom approximately 70% are low or moderate income.  Both of these programs are Disaster Recovery Programs.

The Board of County Commissioners will hold a public hearing on Wednesday, November 28, 2012, at or after 10:00 a.m. in Room 308, Columbia County Courthouse, 230 Strand, St Helens, OR 97051.

The purpose of the hearing is for the Board of Commissioners to obtain citizen view about the projects and to take comments about the local government’s performance.  Written comments are also welcome and must be received by Monday, November 26, 2012 at Columbia County Board of Commissioners, 230 Strand, St Helens, OR 97051.  Both oral and written comments will be reviewed by the Board of Commissioners.

for Columbia County Animal Control Services

NOTICE OF PUBLIC HEARING

1.     Notice is hereby given that the Board of County Commissioners for Columbia County will hold a public hearing on Wednesday, November 23, 2011, at or after 10:00 a.m. in the Commissioners’ Meeting Room, Room 308 of the Columbia County Courthouse, in St. Helens, Oregon.

2.     The purpose of the hearing is to consider amendments to the shelter and dog license fees for Columbia County Animal Control Services.  The proposed changes seek to expand the dog license fee discount for senior citizens, establish shelter fees for the impoundment of animals other than dogs, establish and increase certain fees for services provided at the shelter, and restructure and clarify certain shelter fees.

3.     Copies of the proposed amendments may be obtained from the Office of County Counsel, Room 318, Columbia County Courthouse Annex, 230 Strand, St. Helens, Oregon 97051, telephone: 503-397-3839.

NOTICE OF PUBLIC HEARING

1.    The Board of County Commissioners for Columbia County, Oregon, will hold a public hearing on Wednesday, June 22, 2011 at or after 10:00 AM in the Board of County Commissioners’ Meeting Room, Room 318, Courthouse Annex, St. Helens, Oregon.

2.    The purpose of the hearing is to consider proposed rate adjustments to be effective July 1, 2011, for curbside garbage and recycling services by Franchised Haulers for residents and businesses in rural Columbia County.  Affected customers are serviced by Waste Management in rural Scappoose area and rural Vernonia area; Waste Connection dba Hudson Garbage Service in rural St. Helens and Rainier & Clatskanie Sanitary Service in rural Clatskanie. These rural areas include customers outside of City limits.  The proposed rate adjustments also affect drop box services in the aforementioned areas.

1.    The Board of County Commissioners will hold a public hearing on Wednesday, March 3, 2010, at or after 10:00 a.m. in Room 308, the Commissioners’ Meeting Room on the Third Floor, Columbia County Courthouse, 230 Strand Street, St. Helens, Oregon.

2.    The purpose of this hearing is to consider a solid waste rate increase for commercial and self haul tip fees, pass through rate increase for curbside and drop box collections by franchise haulers, and closure of the Columbia County Transfer Station on Sundays.  The proposed rate increases are as follows:

Transfers Station Tip Fees (rates):
An increase for Commercial Haulers per ton rate from $65.18 to $77.00
An increase for Self Haul per ton rate from $102.00 to $114.00
An increase for Self Haul minimum charge from $12.00 to $19.00
An increase of Senior Rate from $7.00 to $19.00
An increase of the Self Haul Minimum weight from 220 lbs to 350 lbs.
An increase for Yard Debris per ton rate from $38.00 to $45.00
Definition and charge for an “Unrestrained Load”
Closure of the Columbia County Transfer Station on Sundays

Residential Collection
Residential monthly collection rates (pass through) are to increase by $1.20 per can for monthly collection.  The rate for bi-monthly collection of one can would increase $0.60.

Drop Box Solid Waste Collection:
Drop Box Solid Waste collection rates are to increase as follows:
Pass through rate increase of $16.01 for a 2 yd. container
Pass through rate increase of $24.02 for a 3 yd. container
Pass through rate increase of $32.02 for a 4 yd. container
Pass through rate increase of $8.00/yd after 4 cubic yds.
