NOTICE OF BUDGET COMMITTEE MEETING

A public meeting of the Budget Committee of the Forest Grove School District, Washington County, State of Oregon, to discuss the budget for the fiscal year July 1, 2013 to June 30, 2014 will be held at the Central Administration Center. The meeting will take place on the 9th day of May, 2013 at 6:00 P.M.  The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.  A copy of the budget document may be inspected or obtained on or after May 9, 2013 at the Business Office, between the hours of 8:00 A.M. and 5:00 P.M.

This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

Two (2) Copies of Sealed Bids for:  Installation of operable windows and vents, at Harvey Clarke Elementary School will be received by Doris Inkley, Administrative Assistant Forest Grove School District, 1728 Main St., Forest Grove, OR  97116 on February 6, 2013 prior to 1pm and Bids will be opened at that time. Bids received after Bid Closing will not be considered. Sub-Tier bids if applicable are due at 2pm February 6, 2013.

Project scope: Installation of replacement windows with operable vents at Harvey Clarke Elementary School. To meet district wide systems window compatibility, and district window standards the Forest Grove School District requires the windows and operable vents and all other associated work are to be Arcadia T200 Thermal Heavy Commercial Awning and Hopper Windows 2- inch APC-HC70 Grade with interior screens.

Site Visit: A mandatory tour of the school is scheduled for Monday January 28, 2013 at 3:30pm. The tour will begin at Harvey Clarke Elementary located at 2516 B Street, Forest Grove, OR 97116.

BOLI/Prevailing Wage:
BOTH the federal publication “Davis-Bacon Wage Determinations” AND the State publication “Prevailing Wage Rates for Public Works Contract in Oregon subject to BOTH the State PWR and federal Davis-Bacon Act” are required. For additional information see Oregon Laws 2005, Chapter 360 (SB 477).  ORS 279C.838(1) requires state prevailing wage rates to be paid on projects subject to both the state prevailing wage rate law and the federal Davis-Bacon Act if the state prevailing rate of wage is higher than the federal prevailing rate of wage. In addition, ORS 279C.815(2)(c) further requires the Oregon Bureau of Labor and Industries to compare state and federal rates for each occupation in each locality in the state, and publish and make available information showing which rate is higher for each occupation.

Items may be viewed and inspected at Forest Grove High School, 1401 Nichols Lane, Forest Grove, Oregon 97116, Tuesday, February 14, 2012 between 10 a.m. and 11a.m. PLEASE DO NOT ENTER AT THE MAIN ENTRY OF THE HIGH SCHOOL BUILDING.  The viewing area is located in the chain-linked paddock area at the east end of the school. A sealed bid identifying an offer for the lot of miscellaneous parts listed above must be delivered to the Forest Grove School District Business Office located at 1728 Main Street by 1:00 pm on February 17, 2012 and must contain the bidder’s name, address and a contact phone number.  The apparent winner will be notified by phone.  The winning bidder shall deliver a certified cashiers check made out to Forest Grove School District or cash to the Business Office of the District by 5:00 pm on Tuesday, February 21, 2012. And remove the material at the winner bidder’s expense by February 23, 2012. Persons who cannot be reached after submitting a bid or fail to deliver the appropriate payment will be disqualified and the next highest bidder will be contacted.

Pursuant to Oregon Revised Statutes 305.583 (9) and (10), notice is hereby given that on November 22, 2010 and January 23, 2012, Forest Grove School District No. 15, Washington County, Oregon (the “District”) adopted resolutions (a) classifying the tax levy to be imposed to pay the principal of, premium, if any, and interest on the District’s issuance of general obligation bonds in the aggregate principal amount not to exceed $65,300,000 as not being subject to the limits of section 11 or 11b, Article XI of the Oregon Constitution, and (b) specifying the authorized uses of the proceeds of the general obligation bonds.  Any individual may contact the Director of Business and Support Services of the District at 1728 Main Street, Forest Grove, Oregon 97116, telephone (503) 359-2425, to obtain a copy of the resolution.  Judicial review of the classification of the taxes or the specification of authorized uses may be sought within 60 days of the date of the resolution of January 23, 2012.
