NOTICE OF PUBLIC HEARINGS-City of North Plains NOTICE IS HEREBY GIVEN that on May 13, 2020, the City of North Plains Planning Commission will hold an open Public Hearing via Zoom Virtual Meeting Platform to invite comments on the following submittals: City File 20-014 Brynhill Master Plan Refinement and Phase 1 Subdivision Review The submitted application is for a 159-lot subdivision approval north of NW North Avenue and west of NW 309th Avenue. The application is also for a refinement to the approved Master Plan. The subdivision includes a set-aside area for future commercial development and 1.52 acres of municipal park. The site is zoned NC (Neighborhood Community) and is 24.24 acres in size. The site is located on tax lot 300 of Washington County Tax Map 1N301 and Tax Lots 6200, 6203 and 6204 of Tax Map 1N301AD. The proposal was submitted by Lennar Northwest Inc. and Pacific Community Design, Inc. on behalf of Lone Oak Land, LLC and Paine Tract, LLC. City File 20-015 BBS 289th Type III Design Review The submitted application is for the addition of a 14,500 square foot industrial building on a site in the M-2 (General Industrial) zoning district. The site is located at 10680 NW 289th Place and is identified as tax lot 900 of Washington County Tax Map 1N206DA. The proposal was submitted by BBS Properties LLC who is also the property owner. Applicable code sections: 16.055 (M-2 General Industrial), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Off-Street Parking and Loading), 16.160 (Clear Vision Areas), 16.170 (Application Requirements and Review Procedures) and 16.175 (Design Review). City Files 20-001 and 20-002 Cortes NW 314th Floodplain and SNRO Review The submitted application is for the remodel/reconstruction of the home at 10211 NW 314th Avenue, requiring a floodplain permit and significant natural resource overlay (SNRO) permit. The site is identified as tax lot 1900 of Washington County Tax Map 1N301CD. The proposal was submitted by Carlos Cortes who is also the property owner. Applicable code sections: 16.030 (R-2.5 High Density Residential), 16.065 (Floodplain Overlay), 16.75 (Significant Natural Resource Overlay), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Off-Street Parking and Loading), 16.160 (Clear Vision Areas), and 16.170 (Application Requirements and Review Procedures). Anyone is welcome to join the Planning Commission Zoom meeting on May 13th. There will be an opportunity during the public hearing to ask questions or provide testimony. Anyone may also submit questions or comments via email or USPS mail prior to the hearing. The Planning Commission will leave the record open to accept public testimony until 5 pm on May 20, 2020. Public testimony should be emailed to andy.varner@northplains.org or mailed to City Hall (address above) with enough time to arrive by May 20th. The public hearings will be conducted according to the process identified in Development Code Section 16.170. The application and all evidence relied upon by the City to make the decisions is in the public record and is available for inspection by emailing City Manager Andy Varner. Copies can be provided at a reasonable cost. The City’s staff report and recommendation to the Planning Commission will be available for review no later than one week prior to the Planning Commission hearing. Failure to raise an issue in sufficient detail during the comment period or at the public hearing may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public.
